Lindy Testifies Before Philadelphia City Council

Philadelphia City Council Hearings

Jeffrey M. Lindy was invited by Philadelphia City Councilman Dennis O’Brien to provide expert testimony to Council’s Committee on Law and Government during hearings on Mayor Nutter’s plan to privatize state criminal court-appointment work. Currently, indigent individuals accused of committing crimes in Philadelphia are either represented by the Public Defender’s office or one of the many attorneys who have been qualified by the Philadelphia Bar Association to receive court-appointments from the Court. The City is now seeking to dismantle the current court-appointment system and privatize the representation of indigent individuals. Mr. Lindy provided expert testimony opposed to this plan, joining with the American Bar Association, the Philadelphia Bar Association, the Public Defender Association of Philadelphia, and many academics who have studied this issue, all of whom agree that privatizing criminal court-appointments will diminish the quality of legal representation available to indigent criminal defendants.
